Phelan is an old design of Alfons Eyckmans. Very difficult, but interesting to solve. The assemblies vs solutions ratio is incredibly high: one solution for 2,290,416 assemblies.
A diagram is provided by e-mail that shows the right assembly and the order of insertion of the pieces. This way, the puzzle can be solved without using Burrtools. Well... if you manage to find the right moves !
