Step 2001 (IPP21 exchange)

Step 2001 was the exchange puzzle of Koji Kitajima at PP21 in Tokyo, 2001.

The goal of this puzzle is to stack the wooden pieces on the board, so that a stepped shape is created, as shown on the instruction sheet

The board has 4 smaller pieces permanently attached, which either helps or hinders while stacking the rest.

And then there is this statement "the piece of perversity exists"... to make the puzzle more confusing? or more challenging?

The board measures 105 x 105 mm.
The puzzle comes with instruction sheet, without solution sheet.
